I would think that in an ideal world, nnimap could deal with this case
more gracefully...

I use group levels. All folders that get new mail regularly are at
level 1, all others at level 2. Then, fetching level 1 groups is as
simple as "1 g" in the group buffer. I think this'll satisfy you.
