I'd think this is the more usual case as well, but I believe I saw
someone else complain that some proposed solution wouldn't work for
other people reading the folder.

I think it's unreasonable to say that.  In this context, it's probably
most reasonable to go with the model of one annotation message per
folder, in some folder of the user's choosing.

And if somebody wants to implement it, being able to use others'
annotations too might be cool, but the general model would be "one
folder to one writer".

Then the only worry is competing Gnus sessions.  :(
