Hm, does xemacs have a old/incompatible texinfo-mode?

In nnimap 0.131 you'll be able to say 'make MAKEINFO=makeinfo' to
override the default of using emacs for texi compilation. I think it
still should default to use emacs though (in version <= 0.129 nnimap
used 'makeinfo' instead), all Windows users can't be expected to
install makeinfo.

If makeinfo is installed you could try 'makeinfo nnimap.texi'.
