On second thought, perhaps it should default to not do UTF7 encoding
until Emacs support it completely, for safety?

Since you must set `gnus-startup-file-coding-system' for UTF7 decoding
to be useful, you might as well set this another variable too.

Any thoughts?

(UTF7 coding make it possible to have mailboxes with non-ASCII
characters, like "räksmörgås" or something like that)
