Cannot build 0.3.28

hmac.el does a "(require 'hexl)" and hexl is not provided.  I tried a
"M-x load-library hexl" and, although it loaded, it apparently does not do
the provide.

I need a patch to either Makefile or hmac.el to get this to compile.
